New Beginnings at Eagan Outpatient Program

EOSIS provides two levels of outpatient addiction treatment at its Saint Paul location: a standard Outpatient Program and an Intensive Outpatient Program (IOP). Both tracks are designed for individuals who are committed to long-term recovery and need structured clinical support without stepping away from their home, family, or community responsibilities.

The IOP level is particularly well-suited for people transitioning from higher levels of care or those whose recovery needs call for more frequent clinical contact than a standard outpatient program provides. Both options are grounded in Cognitive Behavioral Therapy (CBT) and are structured to treat co-occurring mental health conditions alongside substance use disorders.

EOSIS is licensed as a co-occurring disorders facility, meaning the program is equipped to treat trauma, PTSD, and mental health conditions at the same time as addiction — not in separate silos or on separate timelines. For many people in recovery, untreated trauma or a co-occurring diagnosis is a central driver of substance use, and EOSIS builds treatment around that reality.

Cognitive Behavioral Therapy (CBT) is the core clinical method used to address both addiction and co-occurring conditions. CBT helps clients recognize and interrupt the thought and behavioral patterns that sustain substance use, giving them concrete skills they can carry forward into long-term recovery.

EOSIS was built to serve a wide cross-section of the Saint Paul community. The program specifically serves veterans, young adults ages 18–25, pregnant women, older adults and seniors, men, women, individuals with HIV/AIDS support needs, and people entering treatment through the court system. This breadth reflects EOSIS's mission to support not just individual patients but the full range of families and communities touched by addiction.

To make recovery accessible, EOSIS accepts Medicaid, state insurance, private insurance, and self-pay. The CARF accreditation signals an independent, third-party confirmation that the program meets rigorous standards for quality and accountability in addiction treatment and substance abuse care.

Cost is one of the most common barriers to entering an outpatient program or IOP, and EOSIS accepts multiple payment types to reduce that barrier. Accepted payment methods include Medicaid, state insurance, private insurance, and self-pay or cash options.
